Mayer Brown lawyer Evan Williams has been appointed as co-chair of the American Bar Association’s (ABA) Public Contract Law Section’s Bid Protest Committee for the 2024-2025 term.

Evan, counsel in the firm’s government contracts practice, represents clients in a large variety of complex government contracting matters with an emphasis on aerospace, technology, and defense sectors. He counsels contractors in regulatory, policy, transactional, litigation, and investigative matters involving federal and state agencies. Before joining Mayer Brown, Evan was an attorney with the Office of General Counsel at the US Government Accountability Office (GAO). As a bid protest hearing officer at GAO, he adjudicated hundreds of challenging and sophisticated bid protests within the strict 100-day Competition in Contracting Act statutory deadline.

The ABA Section of Public Contract Law serves to “provide balanced recommendations on procurement policy, provide a forum to engage with colleagues across all segments of the procurement industry, and gain insight into and develop unique perspectives of federal, state, and local public contract law.” The section has 21 committees, which focus on all aspects of federal, state, and local procurement law, including construction, services, and international. The Bid Protest Committee’s mission is to provide timely information on developments and a forum for discussing significant issues involving the resolution of bid protests within the federal government, including the agencies, the GAO, and judicial forums.
