Gaby advises owners, developers, lenders and contractors regarding complex transactions, including public-private partnership projects in the infrastructure sector. Gaby represents the Illinois Department of Transportation (IDOT) in the development of the South Suburban Airport and the Austin Transit Partnership in its procurement for a delivery partner in connection with the City of Austin’s light rail project. Gaby is also counsel to the Arizona Department of Transportation in the implementation of its electric vehicle deployment program and is on the team advising the Gateway Development Commission on the Gateway projects in New York and New Jersey.
Gaby represented CenTrio in the financing of the transformative energy project at Eastern Michigan University, named “Social Infrastructure Deal” of the Year in 2023 by IJGlobal. Gaby was also part of the group acting as underwriter’s counsel on the issuance of $1.8 billion private activity bonds for the first phase of the Pennsylvania Department of Transportation’s Pathways Major Bridge P3 program to reconstruct major interstate bridges, the largest issuance of surface transportation private activity bonds ever. Additionally, Gaby has advised bidders on a new light rail public-private partnership in San Jose, California and a P3 transportation project in Georgia.
Gaby represents clients on several public finance transactions, including the Illinois Housing Development Authority (IHDA) as issuer’s counsel on bond issuances for its single family, multifamily, and conduit bond programs, which provide vital funding for the development of affordable housing throughout the state of Illinois. Additionally, Gaby is a member of the firm’s Public Policy, Regulatory, & Government Affairs practice, advising clients on various government and political law matters, including legislative drafting, statutory interpretation, government ethics, lobbyist registration, public records, regulatory matters, and election and campaign finance laws.
Gaby earned her JD from Northwestern University Pritzker School of Law, cum laude, where she was the Diversity and Inclusion Editor of the Northwestern Journal of International Law and Business. While in law school, Gaby was a Law Clerk with the Division of Finance and Economic Development of the City of Chicago Law Department and worked for the Uniform Law Commission.
