Brazil: CNPE Publishes Resolution on Allocation of Research, Development and Innovation Resources in Energy Sector

On March 9, 2021, the National Council of Energy Policy (CNPE) published Resolution No. 2/2021, establishing guidelines on the research, development and innovation of the energy sector in Brazil (“Resolution”).

The Resolution instructs the National Electric Energy Agency (ANEEL) and the National Agency of Petroleum, Natural Gas and Biofuels (ANP) to prioritize the allocation of research, development and innovation resources to the following subjects: (i) hydrogen, (ii) nuclear energy, (iii) biofuels, (iv) energy storage, (v) technologies for sustainable thermoelectric generation, (vi) digital transformation and (vii) strategic minerals for the energy sector.

Additionally, the Ministry of Mines and Energy (MME) must evaluate, upon consulting with the Ministry of Economy, the possibility of allocating research and development resources to studies of the energy sector by the Energy Research Company (EPE) as well as to studies to define sites for future thermonuclear power generation plants.
