Thea has spent her career cultivating relationships with both industry and foreign government counterparts to lead the development of novel controls and global technology partnerships to protect critical technologies.

As the former Assistant Secretary for Export Administration at the Commerce Department’s Bureau of Industry and Security (BIS), Thea was the senior BIS official leading policy-making and implementation of dual-use export controls, with a particular focus on advanced computing, artificial intelligence, and other emerging technologies. In addition, Thea developed innovative applications of dual-use export controls in response to Russia’s 2022 further invasion of Ukraine, in collaboration with foreign counterparts. Working closely with the Defense, Energy, State, and Treasury Departments, Thea led BIS’s continuing efforts to modernize dual-use export controls.
