Mayer Brown appoints new co-leaders of International Trade and Public Policy, Regulatory & Government Affairs practices

Mayer Brown announced today that partners Tim Keeler and Nikolay Mizulin have been named co-leaders of its International Trade practice, succeeding partner Duane Layton, who led the practice for the past 15 years and remains an active partner. The firm also named partner Howard Waltzman a co-leader of its Public Policy, Regulatory & Government Affairs practice, joining partner Phil Recht in that role. The appointments are effective January 1, 2023.

Tim heads the firm’s Committee on Foreign Investment (CFIUS) practice, and regularly advises and advocates for clients on high-profile international trade law and policy issues. Tim joined the firm’s Washington DC office in 2009 after a varied career in the US Government, serving in senior positions at the US Trade Representative, the Treasury Department and the Senate Finance Committee.

Nikolay advises clients on all aspects of international and EU trade law, with particular emphasis on trade remedies, WTO Dispute Settlement, customs and sanctions. He represents corporations and governments in anti-dumping, safeguard, and anti-subsidy cases before EU institutions as well as before the investigating authorities of Brazil, China, India, the US and other countries. He joined the firm’s Brussels office in 2011.

Based in Washington DC, Howard focuses on communications and technology law and privacy compliance. He represents some of the nation’s leading service providers, manufacturers and trade associations in regulatory, compliance and legislative matters, including with respect to privacy; cyber-security; and mobile and internet services; as well as other complex public policy issues involving technology. Prior to joining the firm in 2007, Howard served as chief telecommunications and internet counsel for the US House Energy and Commerce Committee.

Phil, based in Los Angeles, represents clients in legislative, regulatory, enforcement and litigation matters before and involving federal, state and local governments. He also handles grants, approvals, permits and other government transactions. He has particular expertise in transportation, infrastructure, tribal gaming, health care, trade association, government contracts and election law matters. Phil also has extensive government experience. Prior to joining the firm in 1999, he served as chief counsel and deputy administrator for the National Highway Traffic Safety Administration in the US Department of Transportation.
