Mauricio is a seasoned attorney at the forefront of cross-border transactions in banking and finance, playing a pivotal role in Mayer Brown's esteemed Global Trade Finance Group and Banking & Finance practice. His expertise encompasses a diverse spectrum, including domestic and cross-border financing, project finance, energy and infrastructure, as well as significant experience in both public and private debt issuances. Mauricio brings a wealth of experience in diverse structured finance activities, including securitizations, asset backed securities, and creation of structured investment vehicles.

Expérience

Public Tenders and Procurement

  • Currently advising China Electric Power Equipment and Technology, Co., Ltd. (CET), a wholly-owned subsidiary of State Grid Corporation of China (SGCC), in its participation in the public auction conducted by CFE Transmission, subsidiary of the Mexican Federal Electricity Commission (CFE), for the award of a services contract for the construction, operation and maintenance of a high voltage direct current (HVDC) transmission line (the first one in Mexico), with an approximate investment of USD 1.7 billion, which will transport clean energy in the states of Oaxaca, Morelos, Estado de México, Veracruz, Puebla and Mexico City in Mexico.
  • Also advising CET in its participation in the auction conducted by the Mexican Ministry of Energy (SENER) for the award of a services contract for the construction, operation and maintenance of a HVDC transmission line, with an approximate investment of USD 1.1 billion, for the interconnection between the Interconnected National System (SIN) and the Baja California Electric System (BC).

Energy

  • Successfully represented an E&P company before the National Hydrocarbons Commission (CNH) in the bidding processes for Rounds 2.1, 2.4, and 3.1 resulting in the award of contracts with for E&P in shallow and deep waters, respectively.

Project Finance

  • Participated in the team that advised Goldman Sachs Bank USA, as lender, in the structuring of a bridge loan for the development of a salt cavern hydrocarbon storage facility for an aggregate amount of USD $80 Million.
  • Participated in the team that advised X-Elio Energy, S.L., as borrower, in the financing of two photovoltaic power generation plants in Guanajuato and Chihuahua, for a combined total amount of USD $146 Million.

Banking / Regulatory

  • Participated in the team that on an on-going basis advised foreign financial institutions in Mexico, including Citigroup, Inc., Goldman Sachs Group, Inc., The Bank of New York Mellon Corporation, Deutsche Bank AG, Commerzbank AG, Société Générale, Crédit Agricole and BNP Paribas.
  • Participated in the team that advised Hitachi in the structuring of multiple cross-border receivables factoring transactions.
  • Participated in the team that advised MUFG Bank, LTD, in the risk assessment due diligence for receivables factoring transactions in México, delimiting the applicable national regulatory framework.
