Grant Anderson is an attorney in the Projects & Infrastructure practice of the Chicago Office. Grant represents owners, sponsors, investors, contractors and lenders in complex public infrastructure transactions. His work includes revenue-risk concession agreements, availability payment projects and design-build agreements across a variety of asset types.
In addition, Grant is a member of the firm’s Public Policy practice, advising clients on various government and political law matters, including government ethics, lobbyist registration rules, public records laws, and regulatory matters. He also counsels political committees and candidates on election and campaign finance laws. Additionally, Grant advises clients on matters of federal grant awards. Specifically, he assists clients with federal grants strategy, application drafting and regulatory compliance obligations.
Grant also represents clients on a number of public finance transactions, including advising the Illinois Housing Development Authority on multifamily and conduit bond offerings to develop affordable housing.
Grant maintains a robust pro-bono practice, advising not-for-profit organizations on corporate formation, governance, tax exemption and regulatory compliance issues. He is a proud AmeriCorps alum and former not-for-profit CEO. Grant has received numerous awards and recognition for his leadership and service, including being named a 2016 Edgar Fellow by the University of Illinois’s Institute of Government and Public Affairs.
Grant earned his JD from Harvard Law School. While there, he worked as a research assistant for the Bloomberg Harvard City Leadership Initiative and also gained experience as a law clerk with the Massachusetts Attorney General’s Office and the Office of the Governor of Illinois, J.B. Pritzker.

- Represent shortlisted proposer on the Georgia SR 400 Express Lanes DBFOM revenue-risk concession.
- Represented lenders to the PennDOT Pathways Major Bridge Public Private Partnership program, which included an issuance of $1.8 billion in private activity bonds, the largest issuance of surface transportation private activity bonds ever.
- Represented investors in the lease and development of new Terminal 6 at John F. Kennedy International Airport in New York, a $3.9 billion project.
- Represented CenTrio in connection with Louisiana State University’s procurement of a P3 to modernize, improve and manage the central utility plant at LSU’s main campus.
- Represented East Interchange Builders, LLC, the selected developer on the Georgia Department of Transportation’s I-285/I-20 East Interchange Project, a design-build-finance P3 project that includes a variety of improvements to address traffic flow at this interchange in DeKalb County, Georgia.
- Represent the Alabama Department of Transportation on the development of a new interstate bridge and causeway along Interstate 10 near Mobile, the first toll project and public-private partnership transaction undertaken by the State of Alabama. The construction value is expected to be approximately $2 billion.
- Advised the Civic Consulting Alliance on the creation of 2-1-1 Metro Chicago, a partnership between the City of Chicago, Cook County, and the United Way of Metro Chicago that connects people to essential health and social service resources.
- Advised international consulting firm on U.S. engineering licensure regime.
- Advised renewable energy company on Department of Energy grant applications. Funding was authorized pursuant to the Bipartisan Infrastructure Law.
- Counsel to the Illinois Housing Development Authority on various multi-family and conduit bond offerings for affordable housing development.
- Counsel to short listed proposer for Chicago casino.
